CYCLISTS - TAKE NOTE. THINK BEFORE YOU HONK OR RING YOUR IRRITATING BELLS AT PEDESTRIANS ON THE FOOTWAYS AND PAVEMENTS.

We refer to your email of 2 August 2008.
We noted your concern on the issues faced by the pedestrians and cyclists
when using the pedestrian walkway. To share with you, the current law that
prohibits cycling on footways was enacted in 1981. Pedestrians will always
have the right of way on footways. Cyclists are not allowed to cycle on
pedestrian walkway except in Tampines where a cycling trial is being
conducted currently. During the trial in Tampines,cyclists will be
required to exercise caution and be mindful of the safety of pedestrians,
especially the elderly and young children when sharing the footway.
Cyclists are advised to give signals when they intend to stop, slow down or
to move to the right or left.
Police can take action against errant cyclists who ride in a reckless or
disorderly manner, causing danger to pedestrians and other cyclists
regardless whether it took place on a public road or footway. The cyclist
may be booked for failing to ride in an orderly manner under Rule 10 of the
Road Traffic (Bicycles) Rules. The offence may be compounded for the sum of
$20. Under rash riding or driving under Section 279 of the Penal Code, a
cyclist who rides on any public way in a rash or negligent manner so as to
endanger human life, or to be likely to cause hurt or injury to any other
person, shall be punished with imprisonment for a term which may extend to
six months, or with fine which may extend to $1,000, or both.
Enforcement against reckless and errant cyclists comes under the purview of
the Traffic Police (TP). We will, by copy of this email, forward your
concern to them for their attention and consideration to conduct public
education programmes to promote safe cycling behaviours among avid
cyclists.
